After the notice of intention (stage 1), the landlord must obtain estimates and give leaseholders a further notice under Section 20. This stage 2 notice sets out the estimates received and gives leaseholders another 30 days to comment.

What stage 2 must include
- Reference to the works described in the stage 1 notice.
- At least two estimates (from different contractors, unless a dispensation applies).
- A summary of each estimate and the estimated cost per leaseholder.
- A 30-day observation period with a clear end date.
- Details of where to send observations.
What happens next
After the observation period, you proceed to stage 3 — notice of reasons for awarding the contract. Store all three notices, leaseholder responses and the final contract award together.
